ACTIVITIES
2007-08
During the
year 2007-08 out of an allocation of Rs.5244 lacs Rs.4579.13 lacs were made available
under District Plan. Out of this Rs.1494.38 lacs were provided under revenue component and
Rs.3084.75 lacs were meant for implementation of developmental schemes and works
programme. This includes loan component of Rs. 668.08 lacs.
Up to the end of the year Rs. 4511.75 lacs have been spent on approved schemes,
which comes as 98% expenditure of the allocated amount.
Apart from the funds provided under
District Plan, some other heads have also received funds during the year 2007-08. The
detail is as under :-

The sector-wise physical and
financial achievements under Distt. Plan in respect of some major sectors during the year
2007-08 are as under:-
Agriculture:
During 2007-08 Rs. 16.00 lacs was
provided under agriculture sector. Full
amount was spent by the end of the financial year. Out of the total cultivable area 29000
hect. land was brought under high yielding variety programme during Karief season and
20665 hect. area was covered during Rabbi season. Agriculture department have also taken
up programme for growing of vegetables in the district. 60% vegetables are
now locally produced. The main vegetable development areas are Ajote, Degwar, Draba, Sakhi
Maidan, Bhatidhar, Jhullas, Mangnar and Chandak.
Horticulture:
The climatic conditions of district
Poonch are favorable for the development of Horticulture especially for non-citrus plants. The total Horticulture potential in the district
is 35000 hect land out of which 14000 hect area has been brought under Horticulture
activities. During the year 2007-08 Rs. 12.30
lacs was allotted to Horticulture sector. Full
amount was utilized by the department on approved schemes. 134 hect. area have been
covered during the year with 25000 plantation and 1500 Top Working.
Animal Husbandry:
Live stock rearing remains one of the
important source of livelihood along with agriculture. 53% population is rearing animals
to supplements their income. The total cattle
population in the district is 4.47 lacs. During 2007-08,
16.50 lacs were approved in favour of Animal Husbandry department for implementation of
various schemes. Full amount was utilized
during the year. 9422 artificial insemination
were done for genetic improvement apart from 2.23 lacs dozing, 4.00 lacs vaccination.
Sheep Husbandry:
The main objective of Sheep Husbandry
department is genetic improvement, quality of wool and production of mutton. The total sheep and goat population in the
district is 4.53 lacs. During the year
2007-08 Rs. 12.85 lacs was approved in favour of Sheep Husbandry department. Full amount was utilized upto the end of the year.
The wool production during the year was 4.91 lacs Kg., mutton production was 19.99 lacs
Kg. 63% sheeps were brought under cross breading programme.
The department have also done 6.70 lacs dipping, 5.69 lacs dozing apart from 2.87
lacs vaccination.
Afforestation:
The total forest area in the district
is 951 Sq. km. out of which 60% area falls under degraded forest category. Afforestation is being taken up under forest
department, social forestry and soil conservation department. The total allocation under these sectors during
the year 2007-08 was 36.00. Full amount was
utilized on approved schemes. By this way 280 hect. degraded forest area have been brought under afforestation programme by
planting 2.50 lacs plants.
Health:
During 2007-08 Rs. 220.40 lacs was
provided to health department out of which 137.13 lacs was spent on approved schemes. 3.70
lacs patients were treated during the year while bedding strength in the district was 275. 5 M.O quarters, 4 AD buildings and 4 Sub-centers
buildings were taken up during the year.
Education:
During the year 2007-08 Rs. 1625.30
lacs was approved in favour of education sector out of which Rs.1619.23 lacs was incurred
by the department during the year. The enrollment was 1.02 lacs. 65097 students of Primary Schools and 20700
students from 6th to 8th were covered under
Mid Day Meal Programme. Meritorious
scholarship was provided to 3588 students. 28 additional classrooms were got constructed.
Power Development
Department:
An amount of Rs. 54.00 lacs were provided to power sector under
Distt. Plan. Full amount was utilized by the
department. There are 1048 transformers functioning in the district out of which 198 transformers were replaced and 331
transformers were repaired at site.
Irrigation:
During the year 2007-08 Rs. 48.48 lacs was provided to irrigation department. Full amount was spent by
the deptt. on the schemes approved by the
Distt. Dev. Board, Poonch. 52 Khuls have been covered
under the improvement and upgradation programme. Additional
irrigation potential have been created on 36 hect. area benefiting 2500 farmers.
During the year 2007-08 Rs.983.00 lacs was provided to R&B sector for
construction of Roads and Bridges which includes loan assistance amounting to Rs. 750.00 lacs. Full amount was
utilized upto the end of the year. 8.70
Km road was black topped, 1.95Km Shingled 4.05Km Mettled and 12.70Km fair-weather road was constructed. In addition 5 Bridges and 12HP
culverts have also been constructed. Under NABARD scheme 5.90 Km. Fair-weather have also
been completed.
Under infrastructure developmental
programme Rs.700.00 lacs was available during the year
2007-08 out of which 474 lacs was
provided to
R&B Deptt for construction of roads. Rs 694.00 lacs were utilized. 7 Km black
top 6.5 k.m Mattelled 2 k.m shingled and 2.5 k.m roads
have been constructed under this scheme. Rs
226.00 lacs was provided to Rural Dev. Deptt. for construction of Link roads in the villages. Full amount have been
utilized on approved scheme.
Public Health Engineering.
During the year 2007-08 Rs.248.00 lacs was available under this sector. Full amount
was incurred upto the end of the year. Two
mohras were fully covered and one water supply scheme was upgraded benefiting 2900 souls.
Rural Development
Department.
To provide ensured employment to
unskilled workers in the district NREGA scheme is being implemented in the district. During the year 2007-08, 92.18 lacs was kept under
District Plan. Against this allocation Rs.
1055.66 lacs was received from central government during the year. Full amount was utilized during the year. By this way 29048 unskilled job seekers were
provided employment during lien season. The
mandays generation was 10.57 lacs. 1986 works
were taken up out of which 1167 works were completed.
Under IAY scheme Rs.14.94 lacs
was available during 2007-08. 500 beneficiaries were covered under this scheme.
Rural Sanitation:
During the 2007-08, 19.26 lacs was
provided to Rural Sanitation sector for construction of household toilets. Full amount was
utilized on approved schemes during the year 1166 individual household toilets were
constructed apart from construction of 20 school toilets.
Social Welfare:
The
department is providing Old Age pension to 16211 persons.
During the year 2007-08, 17.57 lacs
was provided to social welfare department and
SC and OBC, out of which 15.94 lacs were incurred upto the end of the year. The department has provided scholarship to 3236
students.
During the
year 2007-08, Rs. 109.71 lacs was allocated under ICDS sector out of which 73.90 lacs was
incurred by the department upto the end of the year.
Nutrition was provided to 17583 children.
During the
year 2007-08 Rs. 104.63 was provided under this sector. Full amount was utilized during
the year. Out of which 20.75 lacs have been spent for management of G&B hostel, 82.11
lacs was provided for Scholarship
for G&B students. By this way 36300 G&B students were benefited during the year.
Rs. 2.00 lacs was provided for maintenance of 2 mobile health centers in G&B Basties.
During the
year 2007-08 Rs.25.93 lacs was provided for management of
Pahari Hostel Poonch. Out of which 24.88 lacs was
spent. Apart from this Rs. 7.00 lacs was spent for repair and renovation of Hostel and
construction of link road and Rs.43.00 lacs was incurred
under scheme for scholarship to
17000 Pahari students.
Under state self employment, PMRY and Swarn Jayanti Gram
Yojana Programme Rs. 112.83 lacs was
available under District Plan during 2007-08 for interest subsidy and margin money in
favour of unemployed youths. Out of which
122.19 lacs was incurred on approved schemes. By this way 298 units under
SGSY, 86 units under PMRY and 118 units under SES have been established during the year.
For the year 2008-09, Rs.115.00 lacs are proposed under DIC and Self employment and SGSY sectors.
In
addition to the above following prestigious projects have also been taken up in district Poonch for which the funds are provided
out of state sector and central government
schemes :-
1.
Mughal Road
Under Prime-Minister Reconstruction Programme the work on 87 Km Mughal Road from Bufliaz to Shopian was taken up
during 2005-06. The total project cost is 255 Crores. Upto ending March 2008 Rs. 91.14
Crores have been spent by construction Division Surankote. First 31 Km earth work from Bufliaz
to Chatta Pani have been completed.
2.
District
Hospital Poonch
The construction of District Hospital
was started in March-06 by JKPCC Under this
scheme Rs. 9.74 Crores was available
out of State Sector and HUDCO upto the end of March-08. There is a provision of 100 bedded
hospital with OPD Complex, indoor facilities, CT Scan and blood bank accommodation apart
from testing facilities. Rs. 4.21Crores have so far been spent by JKPCC. The construction
work is in progress.
A piece of land measuring 73 Kanals and
3 Marlas under the occupation of maize
breeding station was identified and approved in District
Development Board meeting for construction of Mini Secretariat.
4.
Restoration of Fort Building Poonch
Poonch
Fort which was originally constructed by Raja Rustam
Khan during 1760-1787 A.D. renovated by Sikh Governors during 1819-1846 A.D. and
reconstructed by Dogra Raja Moti Singh during 1860-1892 A.D. is a symbol of the heritage
of Poonch. This glorious and glamorous building was damaged badly and developed cracks
during the earthquake of Oct-05. Keeping in vies its heritage value the coalition Govt. have decided for the proper
renovation and restoration of original glamour of Poonch Fort. For this purpose a project of Rs.796.72 Lacs have
been approved by the Govt. During 2007-08 Rs. 50.00 lacs have been spent and the work is
in progress.
5.
Tourism Plan.
Chief
Executive Officer Poonch Development authority has prepared a plan of Rs. 20.00 crores for
development of various places of tourist interest like restoration of Poonch Fort,
TRCs at Mendhar, Surankote and Poonch. Way
side amenities at Takia Sharief Bandichechian has also been taken up. Moreover tourism department has also taken up
various tourist arrivals centres at Nangali Sahib, Budha Amarnath Ji.

/ Upgradation Of Road From ALG To Police Line, Poonch

Construction of 132kVA Grid Station Chandak
Poonch
A
132KVA Power station is expected to come up at Draba
within two months. For its extension upto Poonch a piece of land in Chandak is being
acquired for Grid Station.
8. Govt. Degree college Mendhar
Building of Govt. Degree College
at Mendhar have been taken up by the National Building Construction Corporation (NBCC)
with an estimated cost of Rs. 3.81 Crores. The up to date expenditure is Rs. 1.00 Crores.
9.
Opening of University Campus At Poonch
By the efforts of the Govt., the
Post-Graduate Classes have been started in
College Complex Poonch. For this purpose the land measuring 63 Kanals have been
identified. The land acquisition process is under progress.
10.
National Rural Health Mission
The district health society
has approved an Action plan of Rs. 177.28
crores under National Rural Health Scheme which pertains to maternal and infant health
care. During 2007-08 Rs. 86.54 lacs was incurred under this scheme. The infrastructure
facilities at PHC and CHC level shall be taken up under this programme during current
financial year with the expected allotment of Rs. 44.94 crores.
11.
PMGSY.
In District Poonch, 78
projects of raods have been identified under
PMGSY programme out of which 25 projects have been sanctioned. Last year 747.00 lacs was
incurred and 36.20 km. roads were constructed.
12.
Model Villages:
Five Model villages namely Islamabad, Gagrian, Potha, Salwha and Jaranwali Gali were taken up for development as model villages under Prime Minister Reconstruction Programme with the project cost of Rs 1.20 crores for each Village. 522.44 lacs have been spent up to ending March 2008 and the works are at advanced stage of completion.
